Article 239A – Formation of Legislatures and Councils of Ministers in certain Union Territories
Parliament may, by law, create Legislatures or Councils of Ministers for certain Union Territories and determine their composition and powers.
The President shall appoint an Administrator for every Union Territory, who shall be the executive head of the territory.

The President may, by order, make regulations for the peace, progress, and good government of certain Union Territories.
The President may provide for the establishment of High Courts for Union Territories and determine their jurisdiction.
Laws in force in a territory immediately before it became a Union Territory shall continue until altered or repealed by Parliament or the President.
